I think that the most easiest missions will be to patrol the village on posts or helping people with stuff.

missions to secure important people or deliver a message to another village.

delivering messages , protecting an important person , killing a spy , bringing supplies to the village etc

Something i think maybe good/Fun is a PVP element..

I.E track down a missing Nin (Player x) And either kill him and bring back his head, or find his location, Team of 3.. Players A,B and C will you accept this mission...

Then say other missing Nin and the missing Nin himself try to elude capture/Defeat the players and people gain XP on it

Defeat Missing Nin -1000XP
Find Missing Nins Last location - 500xp
Lose to Missing Nin - 0xp

if you can understand that, you're doing a better job then me

for A and S you should be a very high ranking chunin and jounin.you can do them as genin only if you have 1 chunin,and a squad of 5

Like Naruto, there should be a variety of missions such as sabotage, spying, assassination, capture, logistics etc that increase in difficulty in higher ranked missions. A cool feature is for S-ranked missions to be a raid base difficulty and reward a lot of xp and rewards. Missions should be able to take characters all over the map, and even into enemy territory.

In addition to solo missions, there should be a smaller selection of team missions for those who enjoy group play. A standard squad could be 3 Genin and an additional slot for a Chunin or Jonin character. Team missions should be more difficult then solo missions of course, but give a more xp and ryo. Although Genin is usually restricted to E-C ranked missions, they should be allowed to participate in B-ranked missions if they have a Jonin participating in their squad.

These ideas seem nice anyways try not to make the game all about capturing missing nins or getting alot of money by killinh them or massive exp only jounin rank nins can even think about hunting them cause i personally wouldnt want genins and chunins after me it would be plain boring

Or free XP. The missing Nin quests should be for computer missing nin not actual players just so the actual missing nin aren't always at the respawn.

Split the missions by ninja ranks/level and size of the group. Grouped Lower ranked players could access the same mission as single higher ranked player.

The most of the missions would be started at Kage's office like it's done in anime. Missions given by Kage helps you improve your ninja ranking and gets you more money. Depending on success rates of Kage missions you would be able to attend special missions for ranking up (like chunnin exam).

Maybe include some Kage mission limmits so players would focus on other missions given by random village NPC. Doing NPC mission would result in smaller money reward but would enable player to access some other features like different types of jutsus, improving your blood line, getting unique equipment, discovering your chakra nature and training it,... For example by doing some quests for Jiraiya you would unlock Frog summoning jutsu. But doing so would lock some other quests. In this example you couldn't do other chains of quests which unlock other summoning jutsu like Tsunade's chain of quests for Slug summoning jutsu.
